As this is a quadrant level, it is impossible to create a colour bomb for the colour bomb + striped candy combination.[1] That means it is difficult to make all the striped candies.
The huge amount of blockers means that a good number of moves are required to remove them. The priority objective is dealing with the chocolate and the candy bombs.
Candy bombs limit the number of moves available initially.
Chocolate would make the last quadrant inaccessible.
14 striped candies in 30 moves means that if a move is wasted, the only way to meet the order is to make a striped candy + striped candy combination to compensate for the spent move (one move is required to created the striped candy and one move is required to activate it unless a cascade happens). You must make a striped candy on an average of every two moves. Additionally, it would be advantages to make matches (especially a match of 4) on the lower righthand quadrant.
The order is worth 14,000 points.[2] Hence, an additional 16,000 points is required to earn one star.

Clear the chocolate as soon as possible to prevent it from spreading
Make striped candies when it is not yet moon struck. The moon scale is reasonably stable, but still count on Moon Struck.
If you have a colour bomb booster, activate it on this level and switch it with a striped candy for instant win. On mobile devices, activate the colour bomb booster along with the striped and wrapped candy booster. Next, cycle the board until the colour bomb is beside the striped candy.
